Can we use this for documents containing citizen data?
FormForge processes every PDF entirely inside your browser, so no document — and no personal data typed into it — is ever uploaded to a server. Because nothing is transmitted, there is no external processor holding the file, which is what usually rules out cloud form tools in the public sector. FormForge does not itself give legal advice, so confirm your overall handling of citizen data with your data-protection officer, but the tool is built so the file never leaves the machine.
Do we need IT approval to install anything?
No. FormForge runs as a web page — there is nothing to download, install or configure, so it works on locked-down office machines that only allow a standard browser. There is no plugin, no desktop application and no account to provision, which means no software-installation request to your IT department.
Will a citizen without Adobe Acrobat be able to fill the form?
Yes. FormForge exports standard AcroForm PDFs, so a citizen can complete the form in free tools they already have — Adobe Reader, macOS Preview, Chrome, Firefox or common mobile PDF apps. They do not need Acrobat, any paid software or an account; they simply type into the fields and save the file.
Is it really free for a public office?

We are not promising it will remain free indefinitely, but there is no cost, subscription or procurement step to use it today.
Does it work offline or on a restricted network?
Because all processing happens in the browser, no document is sent over the network while you build or fill a form. The application does need to be loaded once, so a fully offline environment would need the page cached; on a restricted internal network it works as long as the page itself can be opened. No data leaves your network in either case.
Can I update a form we published last year?
Yes. Open the existing PDF — including one that already has form fields — and adjust the labels, dates, options or fields that changed. Preview it as a citizen will see it, then export the updated version. There is no need to rebuild the form from scratch each cycle.
What kinds of government forms can I make fillable?
Almost any document-based form a public office uses: citizen application and registration forms, permit and licence requests, records and information requests, internal approval and routing forms, and acknowledgement or consent sheets. If it exists as a PDF, you can add text, checkbox, dropdown, date and signature fields to it.
